Have you tried using the different attributes of the license type? Please try using the configuration of objects to checked under license setup and select "BP" along with the "Product No".
During license maintenance, the BP check will appear for you to select the category of customer or vendor number to be assigned against the license. The validity period is a regular feature for any of the license. This should meet your requirement of maintaining the licenses for CFDA.
